No. Standard colour-change vinyl is primarily an appearance product. If chip protection is the main aim, discuss a dedicated protection film rather than assuming the two do the same job.
Vinyl can be removed, but the result depends on the paint underneath, any repairs and how the film has aged. Professional assessment and removal are the sensible starting point.
